North Carolina Permit Requirements
North Carolina issues a driver license in graduated steps. Here is who can start, when, and what has to happen at each level, from the Level 1 Limited Learner Permit toward a full license.
When you can get an NC learner permit
A teen aged 15 to 17 can apply for the Level 1 Limited Learner Permit once they have completed a state-approved driver education course, hold the required Driving Eligibility and Driver Education certificates, and pass the knowledge, sign, and vision tests. A parent or guardian must be involved.
The three NC license levels
Level 1 (Limited Learner Permit) is supervised driving only and must be held for a minimum period set by NCDMV. Level 2 (Limited Provisional License) comes at 16 after the Level 1 period and the required supervised hours, allowing some unsupervised driving with time-of-day limits. Level 3 (Full Provisional License) removes those limits.
From permit to Level 2, step by step
A student who gets a Level 1 permit at 15 holds it for the required minimum period and logs 60 supervised hours, including 10 at night, on the DL-4A. At 16, with those hours complete and a clean driving record, they become eligible for the Level 2 Limited Provisional License.
